Submission on the IESO’s Clean Energy Credits Registry Design

The IESO has been recently asked by the Ministry of Energy to develop a voluntary Clean Energy Credits (CECs) registry to help decarbonize Ontario’s electricity system; flow CECs proceeds to ratepayers, and to help businesses leverage the province’s clean energy advantage to attract jobs and investment. The PWU has recommended that the CECs contain two elements: one to work synergistically wit the province’s Emissions Performance Standard (EPS) and account for and incent emission reductions in the electricity sector; and a separate one to provide businesses with a branded clean energy credit. The PWU has also recommended that nuclear, biomass, and hydro be eligible for credits and that the IESO should administer the funds to help offset electricity bills through the global adjustment mechanism.
