The IESO recently presented its preliminary design for the LT RFP. The PWU supports effort to competitively acquire the resources that Ontario needs and recognizes the IESO’s urgent need to acquire the resources to replace Pickering. However, the PWU does not believe that the approach being taken for the LT RFP will be successful in acquiring the necessary resources at the lowest cost, either for the immediate need or the longer term. Failure could leave Ontarians with insufficient capacity, high cost, and the risk of brownouts. The PWU recommends that the IESO focus on acquiring storage resources in the near term and immediately commence additional parallel RFPs to address the low cost low carbon resources needed for the longer term.
